I had d...Greg: <i>Count the signatures on the letter.</i><br /><br />I had done that before commenting; there are 15. <br /><br />You're probably familiar with 'Congressional letters', both in the form of 'Dear Colleague' messages to other members and to the executive branch. Members often "sign on" even though they may not have done so before the physical letter was delivered.
