QOTD: Obama trip post mortem
From Kevin Casas-Zamora in the Wall Street Journal. I think this nails it, and underlines the gap between rhetoric and action:
"When it comes to the truly crucial issues that are at the heart of U.S.-Latin American relations, to really move the relationship forward requires politically costly decisions here in the United States," said Kevin Casas-Zamora, a former vice president in Costa Rica who now studies Latin America in Washington.

The WSJ link doesn't work, so can't see the Casas-Zamora article.
Based on the snippet you cite, it seems that the U.S.-LA relationship will move forward based on "politically costly decisions... in the U.S.". This appears one-sided in its perspective. Can I infer from this that Casas-Zamora doesn't think that LA countries themselves need to do anything to "move the relationship forward"?
It is actually a quote, as he is not the author of the article. Sorry, but the link works for me so I'm not sure what's up.
To be clear the link to the WSJ article is by Laura Meckler, not Casa-Zamora.
Oops just realized that the WSJ article is not by Casa-Zamora. He is just quoted in it.
